tacit new versioning convention

I've noticed that recently there is are incremental versions between
minor numbers on both the 2.0 tree and the 2.1 tree. Why is this? I
can kind of hypothesize that with 2.0 stuff people don't want to get
to version 2.0.146 to indicate the final stable version. But then why
with 2.1?
