One of the very unfortunate things about the US legal system is that there
is no one you can ask this type of question to and get an athorative answer.
The best you can do is ask a lawyer who will give you his opinion.

In general the US crypto laws are vague enough so that almost anything is
illegal to export. Of course not everything that could be prosecuted is,
which just makes the situation more confusing if somewhat easier to live
with.
