I too noticed this under 2.1.35, with as low a load as .46
keyboard response on another virtual terminal felt like a 1200 modem.
Switched back to 2.1.29 (last kernel I had handy) and the problems
disappeared. I had SMP enabled on a UP machine, haven't rebooted with my
properly compiled kernel yet.
