IP forwarding.

The problem reported in 2.1.35 about IP Forwarding not working may be
related to problems with communicating with ipv4 via the /proc file-system.

I used to disable logging of "martian" packets because, in this environment,
there are lots of them. This can no longer be turned off by settingg
/proc/sys/net/ipv4/ip_log_martians to 0.... or something... it can't be
changed. Since forwarding gets turned on using a similar switch in
the proc file system, this might point to the problem.
