memory the bios reads but linux doesn't?

I upgraded ram on a machine (went from 16 to 24 mbyte).
This is an older compaq 486 DX2/50 presario.

In linux it sees 16 Mbyte, in windows 95 it sees 24 Mbyte...
The bios checks all 24 Mbyte.

I had to boot with
mem=24M
for it to see the memory...

Why? How can I make this easier?
