make looping

Hi, I installed 2.0.29 on a 486 80MHZ 16 MB, and slakware 3.1
I can't compile some packages like tcl,gcc,make etc.. after running
configure , make doesn't run properly and I keep on getting the
following:

ns2:/usr/local/src/make-3.75# make
/bin/sh config.status
creating Makefile
creating build.sh
creating config.h
config.h is unchanged
/bin/sh config.status
creating Makefile
creating build.sh
creating config.h

.. and loops for ever.

Upgrading to libc-5.4.23 and 2.1.30 did not help. Any ideas?
