2.1.27 breaks traceroute

After moving to kernel 2.1.27, my system no longer has the
ability to traceroute to anything including localhost or hosts
on the local network. Just '*'s. Works fine after returning
to a 2.1.26 stock kernel. Aquaintances also report the same
problem with 2.1.27, so I know I'm not alone. Just passing
this along. Thanks.
