2.1.26-patch3 breaks traceroute

Traceroute no longer works after installing 2.1.26-patch3. A friend also
sees the same problem after installing the patch. Start a traceroute and
it continuously times out.
:~> traceroute localhost
traceroute to localhost (127.0.0.1), 30 hops max, 40 byte packets
1 * * *
2 * * *
