Serial patch for kernel 2.0.19

Hopefully I have the right mailing address here, I have just written a
small change to the Linux Slackware Kernel version 2.0.19.

The change allows the correct use of the FIFO's on the 16550A series uarts
effectively this removes the possibility of serial over-runs, however there
are two things I need to know:

1) How do I develop a patch compliant with current kernel patches
2) When I have created the patch where should I send it.
