2.1.25 breaks printing

Since installing 2.1.25, whenever I try to print I get an error
in my lp status log that claims that /dev/lp1 cannot be opened
because it is busy. fuser shows that the process accessing it
is lpd.

Rebooting with 2.1.24 and with 2.0.27 restores my ability to print,
with no other changes to the system.

I tried building 2.1.25 with lp as a builtin and with it as a module,
the result is the same either way.
