What do you need the numbers for? Look up the translation based on the
(hashed value of) original string. That way you don't need a central
authority handing out message number ranges.

If something ever comes out of this, please make it completely user space
or a kernel compile time thing.

I would also prefer that people would concentrate their efforts on
internationalizing user level applications instead, because that's where
the real need is.
