arp problems: solution

Ok, I have found why I can't add ARP entries with net-tools-1.32-alpha
on 2.1.20. It's a new check in net/ipv4/arp.c; the user also needs to
specify ATF_COM if he specifies ATF_PERM. I wonder why nobody else did
notice this.

The fix of net-tools-1.32-alpha/arp.c is simple:
