bios32.c compilation problem in 2.1.16

Hi,

I seem to be having trouble compiling bios32.c in kernel 2.1.16 on a
non-PCI 486. The code that is outside of the #ifdef CONFIG_PCI blocks
requires the definitions that are within the blocks, specificially
access_pci, pci_direct_conf1, pci_direct_conf2, and pci_devices (which
requires pci.c too). Should more of this code in bios32.c be within the
#ifdef? I foolishly deleted the .orig files before the patch, so I can't
check.
