arp_start_resolution() in arp.c will not compile with arp daemon
support because the arp_table struct has no "dev".
The scc driver will not compile due to various changes.
When executing the setserial program during startup, something seems
to be setting the xmit_fifo_size to 0 and then calling
rs_wait_until_sent() which tries to divide by this size:
