2.1.15 compile bugaboos in IP_TRANSPARENT_PROXY code

I receive the following compile errors when attempting to compile 2.1.15
with no other patches.

Apparently there is an attempt ot pass a struct dev, which the compiler
obviously doesn't know about to the get_sock_proxy function. Is there a
patch to fix this already? If there isn't, sorry I can't supply one
right now.

I have upgraded my libc, to lib-5.4.17 since that was the most recent
one, so perhaps that's where the fault lies. Any ideas?
