Tested it, and yes, the problem comes and goes reliably following
/proc/loadavg
Looked for, found, and installed a fixed procps from the RedHat devel
directory, and my problem is fixed.

The daemon dying problem needs further looking into - I'll post again when
I have more to say about it.
One correspondent has suggested it being related to APM, I have my doubts
but if the opportunity for some downtime comes around I'll look into that.
