Delay in job control

Hallo,

I looked a little more about the job control behaviour of netscape 3.0.

I start it from an rxvt. It displays the version screen. Typing suspend
("^Z") immediate returns to the prompt. I can repeat. No I open some remote
www page. Typing "^Z" and bringing it bach in the forground (fg)
repeatedly, after some cycles it takes long to get back to the command
prompt after the "^Z", over 20 seconds possibly. Causing a repaint event
immeateate returns the hanging suspends. I use tcsh, fvwm, but I think that
shouldn't matter as Linux uses preemtive multitasking.
With the hanging suspend, I get following /proc/<pid>/status:
