In case you don't have libelf, the most recent version (0.6.4) is in

ftp://ifwsn4.ifw.uni-hannover.de/private/linux/

or on

ftp://sunsite.unc.edu/pub/Linux/libs/

(I'm currently uploading to sunsite, maybe you should try
/pub/Linux/Incoming first if you are in a hurry ;)
