Yes, I'v seen it but it isn't (wasn't for me atleast) a kernel issue,
In my case it was rdate run by cron every hour or so and if the time
changed backwards on my computer (ex. one hour after boot) fvwm froze
(or the focus stuck to where it was at the time change), Fvwm would
start working again when the amount of time that changed had past
(could offcource be from seconds to hours depending on the cmos
clock).

Check your cron jobs (i.e. root:s)
