Actually, no. I have a correct /etc/host.conf.
If I reverse the order it is still broken. I wouldn't
want to do that anyway.

order hosts, bind
multi on

I'm running out of ideas and it keeps looking more and more like a bug.
Why have I not had problems with NT, Solaris, or Mac?
