I think you're right. We need to make this file more visable to
people. Perhaps placing it in the top level directory with a name
like:

CHANGES
KNOWN_PROBLEMS
READ_ME_FIRST

Or something similiarly eye-catching. Having it all caps will place it
at the top of most people's DIR listing, so it might get noticed more
...
