This is intentional (at least for the floppy driver). The reason is
to allow sharing of the floppy disk controller with the ftape device
driver. Both the floppy and the ftape driver only grab the IRQ and
the DMA when they are in use. Thus both device drivers can coexist,
while still arbitrating access to the shared resource.
