Keyboard/Console in 2.0.0 (and 1.99.14)

Sorry if this is described somewhere or has already been discussed -
I haven't seen it!

I've noticed that I can no longer use ALT-F1, etc. to change virtual
terminal since 1.99.14. A number of other keycodes no longer work
either: PgUp/Dn, CNTL-ALT-DEL... I don't think the terminal type
has changed - it's still "console", so it's not a termcap issue.

Could someone tell me what changed and how I get the old behaviour back
again?
