Correcting mistyped chars does not work on getty and 1.99

I observed it was possible to correct mistyped chars when logging in
when using 1.2.13 but this no longer works in 1.3 / 1.99.

I suspected I needed a new version of getty so I read the
Documention/CHANGES and didn't find anything. Is this a bug or do I
need to upgrade some package?
