I both built 1.99.5 and changed to ELF simultaneously; sorry if that's a
confounder (and I'm sure it is. . . )

I can't seem to get the dummy interface to come up now, I get "no such
device" error.

Surely it wouldn't behave differently under ELF than a.out?
