"Config.in" patch

When you run "make config" there are two possible silly questions that
you can get asked.

1) Support for user misc modules, even though you said N to CONFIG_MODULES

2) Support for iso9660 filesystem, even though you said no to all CD-ROMs

This small patch fixes both of the above.
