Linux'96: zImage cat'ted to floppy won't boot

Hi,

With Linux'96 (that is, 1.3.96), I discovered a problem that
might have been introduced a long time ago but never fixed. I'm
no longer able to take a plain ol' zImage kernel and dump it to a
3.5" double-density (720k) floppy with the cat command and expect
it to boot. Instead, I get a whole bunch of

0400
0400
0400
...

messages on my screen. Since I'm not a setup.S expert, is this
problem being worked on, or is this a low-priority issue?
