Securelevel & Modules

Another possible application of Securelevel would be to stop installation
of modules after a given time. This would probably have to be on the
assumption that we are not using kerneld.

linux-privs people =>
I've added 2 more privs,
PRIV_SYS_INSMOD
PRIV_SYS_RMMOD

What do people think the interaction between securelevel and
POSIX.6 should be, eg. a certain securelevel turns POSIX.6 on?
