More tcp bugs in 1.3.66

Since upgrading to 1.3.66, my uucp over tcp has stopped working. The
logs on the machine I call claim my side disconnected after logging in
and negotiating a protocol, but on my side, uucico hangs around thinking
it's still connected. This was working fine on the 1.3.64 kernel I
formerly ran.

No messages related to this show up in syslog.
