problem with init and X

I don't know if this is really a kernel problem,
but if someone is logged on under X (xdm, runlevel 6), and
I log on as root at the same time and then do a "telinit 5"
the system locks up the keyboard and never changes the runlevel
to 5 either. So all you can do is hit "RESET". This is in 1.2.13.
I think 1.3.15 did the same thing....
