strange virtual console behaviour

Hello,

I am using Linux 1.3.6 and I've noticed a strange virtual console
behaviour while in noncanonical mode. While running emacs or other
interactive programs, editors, etc, sometimes these programs stop
detecting the proper character sequence returned by the arrow keys.
Pressing the arrows in emacs will result in emacs displaying
A, B, C or D instead of actually moving the point. Running
'reset' fixes it, but it is really annoying.

Another virtual console related topic that I want to discuss about
is the management of /dev/vcs special files. I think the owner/mode
of these files should be set by the login utility in the same way it is
for normal ttys. If the user john logs in on /dev/tty1 it should be
able to use /dev/vcs1 and /dev/vcsa1 as well. Is there any problem with
this ?
