spurious 'connection refused'

I've experienced two spurious 'connection refused' in 1.3.11.

They occurred consecutively; after I'd telnetted to the machine,
rsh worked again.

Stock 1.3.11 kernel, with IP firewalling enabled (I restrict some ports,
for example X11, to specific subnets, and all ports to some subnets),
3c503 networking card, P90.

Nothing showed in my syslog files (especially not the rshd attepmts,
which would have been logged by tcpd if they'd ever gotten that far).

Unfortunately, since I wasn't physically at the machine, I couldn't
log on directly and see what the socket stats said.

This has happened before, with 1.3.5.
