Security Hole in kernel

I don't know if I am posting in the right place but
I saw an test yesterday a program written by :
Marek Michalkiewicz on a mailing list called if I remeber
bugs-track.

This program allows on kernel 1.2.11 to send a SIGURG to
specified process, even if you don't own it.

Does anyone have heard about this bug and know how to correct it ?
