Generic phy fixes for 6.16

- Core: use per-PHY lockdep keys, this was required to fix a phy
  using internal phys
- Drivers:
	- tegra - fixes for unbalanced regulator, decouple pad
	calibration fix, and disabling periodic updates
	- qualcomm - error code fix for driver probe
