Hm which arches don't set it?

Filtering through:

arm - If !ARM_LPAE

hexagon

microblaze
mips - If 32-bit or !CPU_HAS_RIXI

some reason but also... usermode linux?

Might that be the easiest to play with?

I got this list from a basic grep for 'select ARCH_HAS_PTE_SPECIAL' so I'm not
sure if um imports some other arch's kconfig or there is some other way to set
it but probably this criteria is accurate...

IMO: criteria for arch removal (or in case of um - adjustment :) - 32-bit
(kernel), !ARCH_HAS_PTE_SPECIAL, nommu
