[PATCH rcu v2 15/20] kernel/notifier: Remove CONFIG_SRCU

Now that the SRCU Kconfig option is unconditionally selected, there is
no longer any point in conditional compilation based on CONFIG_SRCU.
Therefore, remove the #ifdef.
