[RFC 5/9] RISC-V: KVM: Add skeleton support for perf

From: Atish Patra
Date: Mon Jul 18 2022 - 13:06:37 EST

This patch only adds barebore structure of perf implementation. Most of
the function returns zero at this point and will be implemented
fully in the future.
