[PATCH] MAINTAINERS: move myself from ceph "Maintainer" to "Reviewer"

[Jeff Layton]

Xiubo has graciously volunteered to take over for me as the Linux cephfs
client maintainer. Make it official by changing myself to be a
"Reviewer" for libceph and ceph.
