Actually, it is possible.

See "Block Quotes" in ReST documentation at:
https://docutils.sourceforge.io/docs/ref/rst/restructuredtext.html#block-quotes

kernel-doc is basically ReST within comment blocks with several kernel-doc
specific implicit/explicit markers.
