[PATCH v3 25/39] x86/bugs: Disable Retpoline when IBT

Retpoline and IBT are mutually exclusive. IBT relies on indirect
branches (JMP/CALL *%reg) while retpoline avoids them by design.

Demote to LFENCE on IBT enabled hardware.
