[PATCH] MAINTAINERS: edac: socfpga: transfer SoCFPGA EDAC maintainership

Thor Thayer is leaving Intel and will no longer be able to maintain the
EDAC for SoCFPGA, thus transfer maintainership to Dinh Nguyen.
