Hi,

Changes from v1:

- Apply the last_hw_keepalive time fix always when starting a watchdog
- Only query fck rate during probe, not during runtime
- Add better documentation of HW limitations for RTI watchdog under
  driver code
- Drop unnecessary WARN_ON
