[PATCH v5 06/23] Documentation: ACPI: move DSD-properties-rules.txt to firmware-guide/acpi and covert to reST

[Changbin Du]

This converts the plain text documentation to reStructuredText format and
add it to Sphinx TOC tree. No essential content change.
