It's not a bitmask, so you can't do that.  You'd need to do:

	if (fc->purpose == FS_CONTEXT_FOR_KERNEL_MOUNT ||
	    fc->purpose == FS_CONTEXT_FOR_SUBMOUNT)

or use a switch.
