Last I heard, ARM's unlock/lock acted as a full barrier. Will?

Please see the synchronize_sched() comment header for the documentation
you are asking for. And the "Memory-Barrier Guarantees" section of
Documentation/RCU/Design/Requirements/Requirements.html.
