[PATCH v3] hdlcdrv: Fix divide by zero in hdlcdrv_ioctl

syszkaller fuzzer triggered a divide by zero, when set calibration
through ioctl().

To fix it, test 'bitrate' if it is negative or 0, just return -EINVAL.
