[PATCH] cpu/hotplug: get rid of CPU_STARTING reference

From: Sebastian Andrzej Siewior
Date: Wed Aug 17 2016 - 08:21:10 EST

CPU_STARTING is scheduled for removal. There is no use of it in drivers
and just compatibility use core code. This patch removes it from an RCU
related comment.
