[PATCH 202/208] x86/fpu/xstate: Clean up setup_xstate_comp() call

[Ingo Molnar]

So call setup_xstate_comp() from the xstate init code, not
from the generic fpu__init_system() code.

This allows us to remove the protytype from xstate.h as well.
