Isn't this racy?

synchronize_rcu CPU nohz CPU
---------------------------------------------------------
set flag = 0
read flag = 0
return to userspace
set TIF_NOHZ

and there's no guarantee that TIF_NOHZ is ever processed by the nohz CPU.
