[PATCH 1/2] block: Mark function as static in blk-lib.c

Mark function as static in blk-lib.c because it is not used outside this
file.

This eliminates the following warning in blk-lib.c:
block/blk-lib.c:221:5: warning: no previous prototype for â__blkdev_issue_zerooutâ [-Wmissing-prototypes]
